Your method sounds pretty good for installing the paper. The factory luan panels were pre-papered before they were installed. Seams between the panels were covered with first a small piece of scrap luan about 1" wide (and the corners rounded off) and wrapped with wallpaper, with the seam for that paper on the back. Then later on, they used just an adhesive backed piece of matching paper that they stuck over the seam, which did start to release over time.
