You said I believe that your brake controller does not register that your TT 7 wire plug is not connected. If this correct?
A heads up on testing, if you are going to pull the emergency break away cable, make sure that the 7 wire plug is pulled out from the truck. Many brake controllers can get damaged from the back feeding current.
Now to your question, how can you check if the brakes are working and not move the TT?
The actual easiest way to check is to actually hook up, pull the 7 wire cable out, pull the emerg breakaway cable then slowly try to move the camper. You should immediately feel a lock up in about 1 or 2 inches of forward movement. We are assuming the TT has a battery in good working condition installed.
To not move the camper is doable, but a little more complex possibly for you .
All these 4 suggestions with no TV hooked up but has battery installed on TT in working condition.
1.Put an amp meter on the positive battery lead and check for current draw when the emergency break away is pulled. You should get around 3 amps of current for each brake coil. So 4 brakes = 12 amps range. Smaller brakes are at 2.5 amps per coil. This method while it takes a amp meter, will tell you if all 4 brake coils are working.
2. Jack up the TT slightly on one side until wheel off the ground. Pull emerg switch and try to turn the wheel. Works good just have to jack up the TT.
3. I have heard that you can use a orienteering compass next to the brake drum that once energized, it will make the needle move. However I have never been able to make this work and I tried several times. This may or may not work.
4. Have a helper pull the emerg brake away switch while next to each wheel. Sometimes you can hear a click of the magnet. If the brake is loose from wear you have a better chance of hearing a click inside the brake. This sometimes works.
