Agreed, Frank did a pretty good job. I see the PO replaced the front rock guard fiberglass but didn't put the center cross brace back in. That fiberglass probably won't last in there very long...

I've never seen a Solaris tire cover before.. Were they common?

They were very common in the mid and late '90s. There was no Sunline cover, because the decals were too large. This is a very early MY 2000 build, so they probably didn't have the new screen printed covers in yet.
