Outside Electric Sockets Not Working

I have my T-1950 plugged in here at home. I decided to try my outside light sockets by plugging in the 3 pong orange extension cord I was using with my weed whacker...nothing.

I then tried a regular 2 pong small desk lamp..nothing....Is this because like the AC, the outside sockets are is on a different circuit and require a dedicated 15 or 20 amp connection?

I checked my fuse box...ok there.... but found a separate circuit titled "General Use" and was wondering if the outside sockets are on this circuit?
