    I haven't seen this type before for a plumbed RV toilet. It looks a lot like the marine or small RV toilets that have a pump on top for pumping water in the bowl. The toilet drain valve pulls out in the front of the toilet, like a dump valve on your holding tank. The missing part looks like the manual water pump to fill the bowl with water. Looks like so, for a Sealand Sanipottie:
