On a 2001 GM Suburban/Yukon, yes there is a plug in port for the brake controller on your left side under the dash by the parking brake pedal.
GM sells a harness that will allow you to "splice" in a brake controller. Some makes/models of brake controllers have a mating plug to fit the GM socket.
And yes, under the hood in the fuse panel, by the master brake cylinder there has to be a large fuse added to power the brake controller. Some times it is already there, other times you have to add it. The truck manual use to show the location if I recall right, may even be in the cover of the fuse panel.
For your brake controller, you ideally get a "proportional" controller verses a "timed based" controller. While both do work, the "proportional" controller is so much smoother and self compensates for speed and trailer weight. The cost between the two is not that much pending the brand you get.
