water line drain operation

I fear I will get roasted for an obvious question, but I cannot get the pictured valves to function. I have water in the lines, but cannot get water to drain through the valve. I have tried to dig out any mud dabber's nest, and turn the handles to various positions. Are you supposed to pull up on the handles? I really don't want to break anything dating back to 1986. These are the drain valves under the bed. Help is appreciated.

The valves, great pic! Those "appear" to be the lift up and down handle type. I have never seen or operated one up close, but the older campers had lift up and down drain handles. Hoping one of our members with the older type will come in to confirm.

And you stated you dug out any mud dauber next, yes, for sure go under the camper and look up the drain pipe to make sure it is not clogged. That should not affect the valve handle operation but will the draining operation.

Can't tell if it's a straight up and down, or if it has a locking tab (turn 90* and lift). Seen both on trailers.
