Yes it has to have 12 volts at the antenna end of the cable the amplifier is inside of the antenna. This is the usual problem of old Wineguard antennas the amp inside of he antenna housing, it would corrode and the picture would go away but with out the 12 volts there is no amplification. Frankly as far as an antenna they are not much they have to have a working amp.

My point was-----you might want to check the cable also. That was my problem for no reception. If there is corrosion or a break, you will get crappy reception.
