Hi,
You have what is called rubber torsion axles. Nicknames are rubber ride and a few more. They allow independent wheel suspension compared to leaf springs, which have an equalizer setup in the middle on a tandem axle setup.

Year, make, model of camper? Is this on your 2007 Que?
Is this a single axle trailer or a tandem axle? The Que would be single axle.
Is the trailer leveled out front to back with the tongue jack when the pics were taken?
Confirm that the left-to-right ground the camper is on is level left to right?
Have you ever weighed the camper loaded?
Do you have a hard, flat surface spot where you can park the camper wheels on and then measure from the ground up to the bottom of frame?
You said tabs. I'm not sure what that is, but I'm assuming you mean the axle arm part that pivots from the axle tube with the wheel spindle and brake drum on the end of the arm.
Please give us more to go on so we can better help. Yes, one side of the camper does look closer to the wheel well curve, but how the camper is loaded will change that. Each wheel will adjust the weight by pushing down on it.
