After rereading the post I think Heaton may be correct on both points.
It is necessory to remove the paint from the mounting area before mounting the jack to get a good ground. Without a good ground...

The switchs are not sealed and water can get in. After replacing the switch I found a rubber switch boot at an auto parts...
