I've seen people do that, just as long as it doesn't block much air flow for cooling. It shouldn't, as long as you don't put a huge bag cover over the bikes or something.

The break away bumper means if you put something that weighs more than about 100 lbs on the bumper, it will probably break the welds holding the bumper on. It won't be right away, but it will stress...
