The easiest way to tell is to get down and look behind the wheels. If you see brake drums and wires going into them, then yes it has brakes.

According to the 1980 brochure, it should have electric brakes.

Yeah, and they are probably Kelsey Hayes brakes. Sometimes you find magnets for them, but the drum linings are no longer available. If you need to replace, you might have to replace the axles to fit modern brakes. But don't be scared, it's not nearly as expensive as you may think.

That said, unless the trailer has seen a TON of miles, it's very unlikely they'd be worn out enough that you'd need to replace them. More than likely any issue would be wiring related between the car or 7 way plug and the brakes.

You will need a trailer brake controller installed in your vehicle to use the brakes on this trailer, if it doesn't already have one.

Yes, a dual axle trailer of that weight and size is required to have brakes I "think" any state in the US. Your tow vehicle also has a limit that it can only accept for an unbraked trailer. It will show up in the owner's manual. Pending the tow vehicle, non braked trailers can be limited to 1,000 to 2,000#. Basically not much other then a small utility trailer.
