I'm not sure what year and model camper you have, but by the siding color and style, I'm thinking it is in the 90's vintage at least.
The methods on how Sunline created the camper walls changed over time. Knowing the model year helps be able to tell some on the walls construction method.
But, regardless of the year, what I am seeing in your pics points to a rotted lower band board on the outside perimeter of the camper. Awning bolts that spin, is sort of a classic indication of water damage. The bottom of the wall ends up taking the blunt of any leaks above it.
Going longer bolts is going to have diminishing returns if the wood is rotted to the point the threads just strip out.
This is all fixable, if you have the time, use of common basic wood working tools and at least a beginners level of using them.
Before I start to type a lot on how to open up the camper to inspect and address the issue, this will bring up more questions on, where did the leak come from, do you fix the leak source, do you just the bottom rotted board and, do you want to take on fixing this yourself?
