Is this ABS?

can anyone tell if this black tank is ABS? I"m trying to see if I can use the Plasti Mend on it.

It looks like it. To tell for sure get small can of ABS cleaner. If if softens it and comes of black on a rag it's ABS. Poly tanks are not usually black

I agree with Jim. I bet if you wash that pipe it will have ABS printed along the length of it, mine did after a lot of cleaning. Plasti Mend ( Plasti-Mend Plastic Repair Products ) is a product for ABS repair. You can also get ABS cement from Lowes or Home Depot. Make sure you clean the area well with the ABS cleaner Jim mentioned.
