You are correct, the temperature control is preset, however slider may influence it.
That said, if you see a real 23 F, there is nothing you can slide it to get that cold.
The fridge has a limp mode so to speak. If it cannot sense anything, it runs none stop in a last ditch effort to keep your food cold.

If this is the issue, it can point to these things:
The thermistor (temp sensor) if not working correctly, Maybe loose wire.
The control board has issues.
Do you have an ohm meter? You can test the thermistor in a cup of ice water. Should get 8,000 to 10,000 ohms when the sensor is in ice water for 8 to 10 minutes. Unplug it at the control bard, connection P2 and test at the wire leeds from the sensor.
