I disagree! Do not scrape off what is there. You run the risk of doing more damage than good. If anything is loose, pull it off, but don't over do it. The only time I would outright remove the caulk is if you are replacing a vent or other fitting on the roof.

Clean it well and simply recoat the entire seams with Dicor Self-Leveling caulk. It is available at any RV parts counter and online as well. Be sure the caulk flows into the cracks and into the edges of the existing caulk.
