Yes, it looks like your water heater is bypassed. Mine was bypassed and just got a real good deal on new one on Ebay.

Sure looks that way. The big question is why - to winterize it would be the best answer! The other unfortunate answers would be that it doesn't work or it leaks.

On mine, the previous owner did not winterize and when I hooked up to city water, I learned about the nice big gash in the tank that I could fit my hand in.
