I looked more carefully and devised a plan.
My biggest concern was that the window was not hinged and might just pop out.
So, after tapping a hammer against a wooden block against the presumed opening part, I cranked the window wide open and then FROM THE OUTSIDE, reached underneath to the TOP lip and began to pull.
My reasoning was that if the window was not hinged, at least I'd be there to catch it! Pulling from the top ridge also gave a fair amount of leverage!
Alas...it IS hinged and opens like a door.
Once opened, I cleaned all around the frame and seals and used 3M Dry Silicone Spray to get things moving very smoothly. Also got a couple of new "Emergency Exit Window" stickers to brighten things up a bit!
