Each state does this different.
Hopefully you not having a title will not present a problem. Here in OH, we have to have a title with a VIN on it and it has to match the trailer.
A few things that may help others give some info, was the camper registered and had plates on it by the prior owner in your state? If the answer to that is yes, this may be easier as it was at a point in time registered with plates in your state and your dept of motor vehicles has a trail on it. If this is an out of state transaction, this may be more complex.
A number of years ago, I "volunteered" to help the Boy Scouts and our Troop by fixing up a donated boat and trailer to BSA. Fixing the boat and the trailer was a walk in the park... Getting an old boat registered and then the trailer was a challenge as the donation was not done with the correct paperwork and worse, the prior owner was deceased and out of state.... To make a long story short, we did in the end get it sorted out. Since the boat VIN was the old way with short numbers, we had to apply for a new VIN and prove the boat was not stolen. This in OH is done through the Dept of Environmental Conservation. The trailer, that goes over the road and is handled by the Dept or Motor Vehicles... Again we had to prove the trailer was not stolen and apply for a title when the original was lost. After many phone calls, trips to the 2 dept's we made it through....
