here's an isolated test

Disconnect both batteries. Put the volt meter on each battery and check the voltage. That's the static voltage.

Something else to consider as well. Take your VOM (hand held test volt meter) and check your battery voltage level before you start charging and during your charging. (VOM stands for Volt Ohm Meter)...
