I suppose it's possible there is part of the valve stuck in a fitting, the city water just joins the cold water pump system. Can you run your water pump? If it gives you good pressure then some thing...

If the valve came out of the city water fitting...

If the valve came out of the city water fitting your water will run out on the ground when you turn the pump on.
