The only way water can fill the fresh tank is if it's getting past the city water check that is the key if it is filling your fresh water tank the check valve in the pump is toes up.

If the city water is filling your fresh tank the check valve inside the water pump is bad and possibly dropped the water pressure enough so that it's not flowing to the taps and that could explain...
