Most tanks will not fill if you do not open the bleeder. You might get a little bit in an empty tank but it instantly boils and the pressure is greater than the pump can produce.

What we have found exchange tanks usually contain 17# they say it's because of overfill protection but the bottom line they are 20# tanks and that is what they will hold before the overfill valve...
