Those stickers do come on new tanks. Sunline shipped the trailers to dealers with empty tanks, requiring the dealers to fill them, so it could be someone just was lazy and didn't take the sticker...

In that case, the battery may be ok, just drained, but it would be good to have it checked. If it's about five years old, it would make sense to just go ahead and replace it, because they don't last...
