I hate to throw another option into the mix, but I've used this one before. Kathy, this might be the same as the one you described, just different pics.
The top of the cover has two caps that rotate 90 degrees and pull out. They also have a little lanyard so you don't lose them. While it is a little tight if you have to flip the switch on a manual regulator, it works great for just turning on and off the tanks.
