Same cooling unit top and bottom open the outside door and look up there is a finned condenser make sure nothing is covering it and no bees have built a nest in the fins. Does it work OK plugged in? Or if it is how does it work on gas? Generally turning them up side down seldom works. An exchange cooling unit is around $400 some assembly required it's just the cooling unit that has to be removed from the fridge.

The freezer is a small insolated space with a door much easier to cool. So it's one of two things either the system has an issue or the condenser air flow is restricted. Look for staining around the metal piping or a ammonia small that would mean there is a leak some where.

It will work fine out of the camper plugged in (provided there is not an issue) that's as good away as any to check it out.
