All my awnings have been Dometic. However the Care Free and Dometic both use torsion springs in the main tube. If the spring has lost some of it’s pretension, then yes this will create a lose awning when rolled up.
On the Dometic there is a procedure on how to take the end cap off and wind the shaft 1 or 2 more revolutions to get the tension back. I’m assuming the Care Free has a similar one.
Caution: You need to research this on how exactly your awning comes apart. And how to lock the vise grips on the end of the shaft to not have this thing get way from you. That spring can really bite. Look up replacing the awning fabric for a Care Free awning, that should turn up info as this same procedure is often needed when changing the fabric. If this is something you do not feel comfortable doing, a dealer can do this.
