1997 Solaris T2653 Should these red lights be on?

I have two red lights on and I'm not sure if that means something is wrong or just that they're on. One is the pump and the other, I am pretty sure, is the hot water heater.

I don't remember the hot water heater red light staying on but maybe it was and I didn't notice. I think I ran out of propane ... I switched to my second tank. Maybe that's why it came on? I also turned the water off briefly because i was checking the spigot ...

Any feedback? Thank you. I believe the picture is sideways, I can't get it to go upright.
