Is this true?
I now have a new-to-me 27' 1995 Solaris. It has 4 BAL scissor jacks. I saw on the BAL website these are called "levelling jacks." They also sell "stabilizing jacks" that look similar to the ones I have one my pop-up.
Am I correct in assuming that I can level the trailer with these jacks?

There is a play on words about leveling/stabilizing. They are intended to stabilize in the essence of the word. Now stabilizing will have a small amount of lift. Pending the weight of your camper and the angle it is on, the amount of lift will vary.
This much I can say as a fellow camper, these stabilizers, jacks, levelers are not intended to lift a lot of weight especially with human limbs or life is concerned. On my smaller camper the jack held stabilizing well. On my larger camper the jack will unscrew itself right before my eyes when I try and crank it up. The handle backs off. And the more lube you put on the screw to make it work nice and easy the more back off I get.
I believe I know what you had on your PU. Most likely the same thing I had. The BAL scissors stabilizers are deluxe over that the PU had and yes they can handle the more weight stabilizing of a TT. The scissors mechanism is made better, the screw and bearing is better. So in this light they are deluxe for what a camper stabilizer is suppose to do.
For leveling I use 2 x 8's under the tires for left to right leveling. For front to back I use the tongue jack.

Even with our very light trailer, weighing less than 2500 pounds, and with stabilizing jacks on all four corners we do not use the jacks for anything but micro leveling. It's rare that we require more than one 2x6 though we have had occasion to stack two.
If we are jacking the rig to remove a tire we do put the jacks down as a backup, though I would not get under the trailer in this situation. Presently while workig on our trailer I have it up on four cinder blocks, oc course with the jacks down.

Thanks, John, that link confirms my thoughts. The jacks are beefy enough to do a "fine tune" level job. (The stabs on my PU can't do that.) Anything over a bubble off will require driving onto a leveling system of boards or leggos.

Also, the frame of the TT is not designed to be lifted from the outside corners. Any real lift, more than an inch or so, needs to be no more than 18 inches from the axle.

Gene, thanks. These jacks aren't on the corners. They're on the main frame, halfway between the axles and the tongue and bumper, right where BAL says to mount them. I still won't do any heavy lifting with 'em.
