As Mainah said, check your water heater bypass valves. Some models have a separate valve on the bottom and then one on the top you have to flip both to bypass. And open both to allow water in and out of the heater.
Other models only have 1 valve at the bottom and a brass check valve at the top. In this case, you only flip the valve on the bottom.
"Most" bypass valve levers follow the flow direction. Meaning the lever horizontal and water flows in and out of the heater. Lever vertical, means water is bypassing the heater.
