Check and make sure the handle didn't just come unscrewed off the valve. My trailer has about a 5' long threaded rod from the handle to the valve with a threaded sleeve tying the rod onto the valve and it has come unscrewed before.

If you can get access to where the valve is, try to grab the valve part with a pair of pliers to drain it. I can't place the style valve you're referring to. The valves I've seen are held in like with clamps. Remove the four bolts and work the valve out. There is probably a collar on both sides that will cause the valve to hang in there a little, so you'll have to work the pipes around to get it out. I've never taken one out personally but I saw pictures of it done a long time ago. But you will need the tank drained to take the valve out.

Is it by any chance a cable system like this?

All the ones I have seen have some kind of metal rod that pulls the gate sideways do allow the "stuff" do pass. If you can grab that rod with pliers and pull, the gate should open.

If you remove the 4 corner bolts ... ... you have a large mess on the ground.

I wonder if a really long screw like a decking screw or extra long drywall screw will allow for getting hold of the gate without taking it apart? Insert firm but not so much as to swell and deform the gate and then pull. I'd sure want to open the gate to drain the tank before taking things apart.
